You may apply for a new title at any Missouri license office. You must submit the docHubd lien release (copy or original), your current title (if in your possession) and pay an $8.50 title fee and a $6 processing fee.
In the state of Missouri, you can transfer the title of the vehicle by submitting the Notice of Lien, Lien Release, or Authorization to Add/Remove Name From Title (Form DOR-4809) at your local MO DOR office. You also need to pay all applicable fees.
There are only nine title-holding states: Kentucky, Maryland, Michigan, Minnesota, Missouri, Montana, New York, Oklahoma, Wisconsin. In the other 41 states, titles are issued to the lien holder of your vehicle until the loan is fully paid off.
You must write or attach the legal description of the subject property to the form. The legal description can be obtained at the Greene County Recorder of Deeds office. Sign your Mechanics Lien petition in front of a Notary Public before submitting it to the Circuit Clerks office. There is a $5 filing fee.
NOTE: If there is a lien on the vehicle, you should obtain the title from the lienholder to submit with your application. The lien will remain in force. When the Missouri title is issued, the lien will appear on the face of the title. Missouri titles are mailed to the vehicle owner.
To search for a lien filed by the Missouri Department of Revenue you may access or contact your county Record of Deeds office.
