You can find spray adhesive, like 3M Super 77, at any arts and crafts store. These spray adhesives act as a glue when used to attach two things together but can also be used to help renew the backs of stickers.
If your vinyl wont stick to your surface Try blowing a haridryer over your decal (not too hot or too close) and that should hopefully help the glue to become more tacky and stick better to your surface. Once your decal is applied properly it should last for a long time, without any need to do anything else to it.

Making it less sticky just be really careful when youre doing this because the heat can actually melt the stickers.
Simply heating the decal with a blow dryer can help the design adhere to the wall. Using a hair dryer helps rip small pieces of the transfer paper from the wall that tend to get stuck as you transfer. This is much better than trying to remove the transfer paper with water and scrub.
The reaction that takes place as an adhesive sets is influenced by temperature; a higher temperature will speed up the reaction, which means that labels applied at higher temperatures will usually have better adhesion than those applied at lower temperatures.
Rubbing Alcohol or Vodka For stubborn stickers, lay an alcohol-soaked rag on the area, and let it sit for several minutes to soften the residue. Use the rag to rub off whats left behind.
For peeling stickers Apply gentle heat on the peeling vinyl graphics with a hairdryer or heat gun. This will reactivate the glue, so have some wax paper ready to lay the sticker on. You may like to know: How to remove old vehicle decals.
