To view or use a restore point, you must have the SELECT ANY DICTIONARY or FLASHBACK ANY TABLE system privilege or the SELECT_CATALOG_ROLE role.

Even when you did an ALTER DATABASE OPEN RESETLOGS you can use Flashback Database afterwards again. And you can have more than one Guaranteed Restore Point. Therefore multiple flashback operations in all directions are possible.

Where are the restore files in Windows 10?
