if you want to recover a deleted file or email for a user in Google workspace then go to the admin console then go to the users page find the user that you want to recover the data for and then click on the restore data option in the left side menu of the user profile select the data type whether you want to recover drive files or emails select the deletion range and then click restore and the data will be recovered either to the users Gmail or Google Drive

Recover messages from your trash On your Android phone or tablet, open the Gmail app . At the top left, tap Menu. Trash. On the left of each message you want to recover, tap the senders profile image. At the top right, tap More. Move to. In the Move to menu, choose where you want to move the messages.
How to recover deleted emails on Windows: Pull up the Trash folder and find the email(s) youre looking for. Right-click the emails and highlight Move To, then send them to the Inbox or another folder of your choice. You can also use the Restore button that appears to automatically send them to your Inbox.

Most email service providers offer account recovery options such as resetting passwords or answering security questions. Look for these options on the sign-in page of your email service providers website and follow the prompts provided.
In Outlook, click on the Deleted Items folder. On the ribbon at the top of the screen, click Recover items deleted from this folder. A list of deleted items that are recoverable will be exposed. Select the email you want to recover, and then click Recover Selected Items or Recover All Items.
