if you want to recover a deleted file or email for a user in Google workspace then go to the admin console then go to the users page find the user that you want to recover the data for and then click on the restore data option in the left side menu of the user profile select the data type whether you want to recover drive files or emails select the deletion range and then click restore and the data will be recovered either to the users Gmail or Google Drive

You can only recover messages that are deleted within the last 30 days from your bin. You cant recover messages that are permanently deleted or messages that have been in the bin for more than 30 days.
