Both CSRS and FERS offer benefits such as health insurance, life insurance, and survivor benefits. However, FERS benefits are often less generous than CSRS retirement benefits. For instance, CSRS allows all retirees to receive the same retirement annuity as long as they retire at 55 or later.
Both CSRS and FERS offer benefits such as health insurance, life insurance, and survivor benefits. However, FERS benefits are often less generous than CSRS retirement benefits. For instance, CSRS allows all retirees to receive the same retirement annuity as long as they retire at 55 or later.
The biggest difference between CSRS and FERS is that while CSRS has one component the pension to fund retirement, FERS has three: the pension, the Thrift Savings Plan, and Social Security.
Retirement at 65 years of age is mandatory. The Foreign Service Basic Benefit is designed to provide Foreign Service Officers with an annuity upon retirement. The plan provides for an annuity equivalent to a certain percentage of the average of a retirees highest three annual salaries.
CSRS Offset was created in 1987 to accommodate employees who had at least five years of prior civilian service under CSRS and were rehired after 1983 with more than a one year break in service.
The Civil Service Retirement Act, which became effective on August 1, 1920, established a retirement system for certain Federal employees. It was replaced by the Federal Employees Retirement System (FERS) for Federal employees who first entered covered service on and after January 1, 1987.
Types of Retirement Under CSRS An employee can retire at 55, provided they have served at least thirty years in the civil service, but a 60-year-old can retire with only 20 years of service. The minimum length of service is five years, allowing retirement after age 62.
If a former employee dies and no survivor annuity is payable, the retirement contributions remaining to the deceased persons credit in the Civil Service Retirement and Disability Fund, plus applicable interest, are payable. This lump sum is payable under the order of precedence.
