A fee does apply for a duplicate registration. The completed form can be brought in person to your local full service MVA or mailed to the Motor Vehicle Administration, 6601 Ritchie Highway, Attn. Registration Renewal Section, Glen Burnie, MD 21062. You can also apply online to obtain a duplicate registration.
When you visit a kiosk, be sure to bring the vehicle registration renewal notice that you received in the mail, your insurance information, and either a credit card (Master Card, American Express, Discover Card, or Visa),​ Mobile Wallet Pay or check. You will receive your new registration and sticker from the KIOSK.
To be registered as a historic vehicle (class L), your vehicle must be a passenger vehicle, motorcycle or truck (with a GVWR of 10,000 pounds or less): be 20 calendar years old or older and must not have been substantially altered, remodeled or remanufactured from the manufacturers original design.

You can apply for the substitute license plates and/or stickers h​ere. Or you may go to any of the MVAs full service branch offices. You can also mail your documents to the MVAs Mail In Registration Unit in the Glen Burnie office, or go to an MVA licensed tag and title service.
Please request a duplicate drivers license or ID card online with the new online option here or by MVA Self-Serve Kiosk. These transactions will no longer be handled over the counter and the duplicate drivers license or ID card will be mailed to the address on record at the MVA.
