Things that fall into the wear and tear category include worn carpets, scuffed floors, chipped paint and cracks in the plaster. These are changes that happen due to everyday life and can take place in all types of property over time and, crucially, these are unavoidable.
Common Wear and Tear Items Small tack and nail holes in the walls. Dirty grout / caulking. Loose door handles, toilet, faucets, or hinges. Burnt out light bulbs / appliance bulbs.
The law implies a condition into every tenancy agreement that the tenant must use their home in a tenant-like way. This applies whether you have a written or an oral tenancy agreement. Using your home in a tenant-like way generally means: doing minor repairs yourself, such as changing fuses and light bulbs.
Unless your lease says otherwise, you are responsible for replacing burnt out light bulbs. Youre also responsible for replacing the toilet paper, soap, and fly strips.
Maintenance and repairs are an ongoing part of property ownership, and landlords should expect to perform routine maintenance and repairs over time. This may include replacing light bulbs, repairing leaks, or fixing minor damage caused by wear and tear.
With that said, there is nothing that would legally require the landlord to provide light bulbs in a tenants apartment if one went out as that is just part of the normal household costs a tenant incurs. But if you purchase new bulbs, they are your personal property so you are free to take them with you if you move.
First, in most leases, it is stated that tenants are responsible for maintaining the property in good condition. This includes replacing light bulbs as needed. Second, replacing light bulbs is generally considered to be a minor repair that tenants can easily handle themselves.
The landlord might have to hire a maintenance worker, and that cost would likely fall to the renter. If the light bulb is in an appliance that belongs to the landlord, the task should fall to the owner of said appliance. Likewise, if the appliance belongs to the renter, the renter is responsible for its maintenance.
