First, in most leases, it is stated that tenants are responsible for maintaining the property in good condition. This includes replacing light bulbs as needed. Second, replacing light bulbs is generally considered to be a minor repair that tenants can easily handle themselves.
The landlord might have to hire a maintenance worker, and that cost would likely fall to the renter. If the light bulb is in an appliance that belongs to the landlord, the task should fall to the owner of said appliance.
