PDSOs have the highest level of authority among school officials. PDSOs can perform the following functions in SEVIS: Update, save, and submit changes to the information for schools and school officials. Add and delete campuses.
Any school in the United States whose officials want to enroll F and/or M students must file a Form I-17, Petition for Approval of School for Attendance by a Nonimmigrant Student, and receive approval (i.e., certification) from the Department of Homeland Security (DHS).

Obtain an initial Form I-20 from the SEVP-certified school. The DSO should select Change of Status in the Issue Reason section of the Form I-20. Pay the I-901 SEVIS Fee. File a Form I-539, Application to Extend/Change Nonimmigrant Status, with USCIS and follow USCIS filing instructions.
DSOs cannot be deleted once the Form I-17 is locked for Recertification; except by deleting them during the Annual Verification process, when PDSOs have the one opportunity to remove school officials at a school pending recertification.

Your DSO should be the first person you talk with if you have any questions regarding the legal requirements of your stay in the United States.
