Known as the LCR (liquidity coverage ratio) delegated regulation, it specifies which assets are to be considered as liquid assets*. It sets out how expected cash outflows and inflows over a 30-day period should be calculated. Credit institutions must maintain a liquidity coverage ratio of at least 100%.
Liquidity Requirements Basel III introduced the use of two liquidity ratios, including the Liquidity Coverage Ratio and the Net Stable Funding Ratio. The Liquidity Coverage Ratio mandates that banks hold sufficient highly liquid assets that can withstand a 30-day stressed funding scenario, specified by the supervisors.
The five monitoring tools (metrics) specified by BCBS are: a) Contractual maturity mismatch; b) Concentration of funding; c) Available unencumbered assets; d) LCR by docHub currency; and e) Market-related monitoring tools.
A company must have more total assets than total liabilities to be solvent; a company must have more current assets than current liabilities to be liquid.
The LCR imposes a 100 percent outflow assumption on such liquidity facilities to nonbank financials, whereas liquidity facilities to nonfinancial firms require only 30 cents of HQLA for every dollar of undrawn credit line.
The LCR requires that every dollar of unused credit facility be backed with 10 cents of HQLA for nonfinancial firms and 40 cents for nonbank financial firms.
The LCR requires internationally active banks to hold a stock of HQLA at least as large as expected. total net cash outflows over the stress period, as summarised in the following formula: Stock of HQLA. Total net cash outflows over the next 30 calendar days. 100%
