You can only build a city if you have a settlement on the board that can be replaced with the new city. Cities will earn you double the resources and are worth two victory points each. Settlements and cities must be built along roads and cant be next to each other.
Town a settlement or village that has grown into an urbanized area and historically features a central market or court, particularly as a regional market town. City any consolidated urbanized area, historically often with a walled urban core, and in larger urban or metropolitan areas the downtown area.
The degree of urbanization is a modern metric to help define what comprises a city: a population of at least 50,000 inhabitants in contiguous dense grid cells (1,500 inhabitants per square kilometer).
To build a city, you need to have a settlement built first. Development cards are the only thing you can buy that has no prerequisites. (Note: Your first 2 cities have all their prerequisites met in the form of your initial 2 settlements.)
A settlement may be upgraded to a city during a players turn for the cost of 2 Grain and 3 Ore. The settlement is then returned to the players supply and may be reused in a different location. Each player has 5 settlements. If they have built all 5 settlements they have to build a city to build another settlement.
You cannot build a city directly. You can only upgrade an existing settlement to a city. You pay the required resources, return the settlement to your supply, and replace the settlement with a city on the same intersection Y.
Most new cities today start as rural or suburban areas that later decide to incorporate as a city. Why would they do this? Again, the reasons can vary by region and purpose. Some may incorporate to control their own destiny.
