Here we are in the quiz preview, and if I click the Submit button without choosing an answer, Im given the option to postpone the question until later. To disable this option, lets close out of here and go to the quiz properties. Here in the Navigation section, just uncheck Allow user to postpone questions. The submit all at once option allows users to freely jump around the quiz, but you can still require them to answer all the questions. The one at a time option creates more directed navigation, which can either be linear or branched, and you can require users to answer each question in order with this option.
