A stamp once affixed to one document cannot lawfully be removed and affixed to another. Any person willfully reusing such a stamp shall be subject to the penalty prescribed by 26 U.S.C.
Try putting the sheets in the freezer for about 6-10 minuets and then carefully bend the page (dont crease) until the stamp falls off or is loosened. This is a tried and true method for Mint stamps stuck together. Also dont use tongs or any other tools on the stamps or the pages.
After use, many stamps are marked by a cancellation by the postal system, which defaces the stamp and prevents its reuse. The cancellation usually includes a killer placed on the stamp that has black bars, cork impressions or other obstructive shapes to deface the stamp.
To do this, cut the stamp from the envelope, ensuring you retain a reasonable margin of paper around the stamp. Place face up in a shallow bowl of tepid water and leave. Once the stamp can be easily separated from the envelope, it can be removed.
Cut or tear the envelope around the stamps. Float the stamps face up in cool water. Soak for one hour or until the stamps separate from the paper. Then rinse the stamps to remove any leftover adhesive.

Place them, stamp side up, in a few inches of lukewarm water in a shallow bowl (make sure the water is not HOT as it may damage the stamps). Dont soak too many at one time, they should have room to float. And, if you are soaking a lot of stamps be sure to change your water after two or three batches.
Fill a shallow dish with 2 to 3 cm of cold tap water. Float the stamp, face up, on the surface of the water. Wait 5 to 60 minutes until the border around the stamp looks soaked, then carefully lift it out using tongs. Put the stamp face down on some paper towel and use tongs to peel the paper off the stamp.
