If you cant attend a wedding at the last minute, contact the couple right away by phone or text. Briefly explain the situation and sincerely apologize for the late notice of why you cant attend a wedding at the last minute. Offer to still provide your gift or donation if possible.
If you have already responded that you plan to attend, you should only change your mind for reasons that are very important and could not be foreseen when you sent your original RSVP. An illness or death in the family are acceptable reasons to change your yes to a no.

Ideally, the RSVP by date should fall three to four weeks before your wedding. Because your wedding invitations should be mailed six to eight weeks prior to the big day, guests should generally have a window of about one month to RSVP.
If it hasnt come yet, then yes it is ok to change your No to a Yes. If the Reply by date has come and gone, as its likely that the couple has already finalized their head count and gave it to their venue/caterer. its best not to change your reply at that point.
Even if its past the reply-by date, its still best to let the bride know as soon as possible. So give her a call or shoot her an e-mail (if thats how you two usually correspond), tell her what happened, and apologize for no longer being able to attend the wedding.
Please reply would be fine, or Please let me know if you will or will not be attending. For obvious reasons RSVP has become the accepted abbreviation of this request.
