Never remove the original manufacturers label until the container is completely emptied of its contents and is ready to be either discarded or reused for another purpose. If the original manufacturers label becomes defaced in any way, immediately replace it with a new label containing all appropriate information.
All labels are required to have pictograms, a signal word, hazard and precautionary statements, the product identifier, and supplier identification. A sample revised HCS label, identifying the required label elements, is shown on the right. Supplemental information can also be provided on the label as needed.
Never use a chemical from an unlabeled container. If the label is missing or unreadable, report it to your supervisor immediately. Never remove or deface existing container labels unless the container is immediately labeled with the required information.
Unknown substances in the workplace Attach a label to the substance with the following statement: Caution - Do Not Use - Unknown Substance. Take reasonable steps to identify the chemical. Isolate the chemical from work areas and most especially flammable materials and Dangerous Goods.
Eliminate the Hazard A commonly used example of eliminating a hazard is a situation in which employees are working at a height above the ground level. Moving the work to ground level eliminates the fall hazard. Hazards may be eliminated by changing how or where the work is done.
OSHA requires that labels on incoming containers of hazardous materials must not be removed or defaced until the container is empty and rinsed. No product or chemical shall be accepted without an adequate identifying label. Original containers should be labeled with the date received and the date opened.
What to do when an unlabeled chemical is discovered: Make an attempt to identify the contents of the container. Never guess or assume as to the contents of the container. If the contents cannot be identified, attach a hazardous waste tag to the container and indicate on the label that the material is unknown.
The employer must relabel items if the labels are removed or defaced. However, if the employer is aware of newly-identified hazards that are not disclosed on the label, the employer must ensure that the workers are aware of the hazards as discussed below under workplace labels.
