Solicitation is a request for something, usually money. If you buy a fancy new house, expect a phone call from the local charity with a solicitation for a donation. Solicitation comes from solicit, which means to request, or to entreat. So solicitation is the act of requesting.
The simplified acquisition methods include use of the Government Purchase Card, Purchase Orders, and Blanket Purchase Agreements. The Contracting Officer solicits quotations from prospective contractors on these purchase items by issuing a Request for Quotation (RFQ).
Similar to an RFP, an RFQ extends a solicitation notice to known Contractors and to others by invitation. Rather than making an award, bidders and proponents are pre-qualified based on the criteria contained in the solicitation notice and the Statement of Qualifications (SOQ) the Contractor submits for consideration.
Through the use of the competitive proposal solicitation form, the government solicits offers from prospective contractors. After the receipt of such offers, the procedure permits bargaining, and usually affords an opportunity for offerors to revise their offers before award of the contract.
Solicitations are documents that make the governments requirements clear so that businesses can submit competitive bids. Request for Proposals (RFPs) are one type of solicitation; with rising competition, more and more organizations are using the RFPs to compare different vendors to evaluate the best available option.
Phase 2 of the contracting process is Solicitation. The objective of solicitation is to prepare and issue a solicitation to ensure that all qualified offerors are given the opportunity to compete for Government contracts.
