hi guys first of all select the photo layer and hit Ctrl J on the keyboard to make a duplicate copy of it now make a new layer between the photo layers select the copy of photo and go to filter and convert it into smart object now go back to the filter menu and select the high pass effect from others now adjust the slider till you see the Dark of the face in it this value looks okay change the blending mode from normal to Overlay make this layer the clipping mask of the layer beneath it now select the eyedropper tool and adjust values like you see on the screen now select the new layer that we created and select the brush tool hold the ALT key and click on the face from where you want to select the skin color now carefully brush on the dark area of the eyes make sure to reduce the flow of the brush to 20 or something to make its stroke lighter now you can check the before after of picture
