Set the option Assign using active assignment rules to true, only when a Case or Lead is created. Setting the Assign using active assignment rules checkbox to true only on Cases or Leads on record creation. This way, active assignment rules will not run again after a record is saved, and then edited.
Assignment rules in salesforce are used to automatically assign lead or Case to owner (User Or Queue). Assignment rule is used to automate owner assignment on Case and Lead based on conditions on Case or Lead.
Assign using active assignment rules checkbox always checked by Go to Setup. Navigate to Customize | Cases | Page Layouts. Click Edit next to the relevant layout. On the Layout console click on Layout Properties. Un-check on the Default against the Case Assignment Checkbox to disable.
From Setup, enter Assignment Rules in the Quick Find box, then select either Lead Assignment Rules or Case Assignment Rules. Choose New, and then give the rule a name. Specify whether you want this rule to be the active rule for leads or cases that are created manually and via the web and email. Then click Save.
Your Salesforce administrator can only have one rule in effect at any particular moment in your go-to-market motions, and that assignment rule is intended to both automate lead generation processes and other customer-facing processes routed through your CRM.
There are two types of assignment rules in Salesforce: Lead Assignment Rules and Case Assignment Rules.
To force case assignment rules, enable the Default checkbox and disable the Show on edit page checkbox under Case Assignment Checkbox. This will remove the ability for users to turn off case assignment when editing or creating a case.
If the Case Owner field on Routing Address is left blank, then the assignment rule will fire any time the Case is created through Email-to-Case.
