Copper pans have been lined with tin for years now. This is done because copper on its own is highly reactive with acidic foods. To prevent the copper from leaching into the food, the copper pans cooking surface is lined with a tin coating. Tin is an inert material which means that it is highly nonreactive.
Anyway, regardless of my opinion, there are four generally used and/or viable metals for lining copper cookware. The first is silver. This stuff is amazing. Its the fastest (that means its thermal conductivity is superb, better than coppers (406 W/m K), and is highly efficient in heating and safe for cooking food.
While you could do this by electrolysis, there is a much easier way. It so happens that tin metal will dissolve in non-oxidizing acids, while copper metal doesnt. So just immerse the object in hydrochloric acid (aka muriatic acid or spirits of salt) and the tin coating will be dissolved away.
If you want your copper to gleam all it takes is a sponge and some Bar Keepers Friend to get it sparkling again. A half a lemon with coarse salt also works to remove tarnish, or spread tomato paste/ketchup on the outside, wait a few minutes and wipe it off. Wrights Silver Cream to keep it shiny inside.
