Depending on the table top and finish you're working with, you could get away with lightly sanding or repainting it to give it a new look. To refinish a table top considerably worn by time, you likely need to strip the clear varnish top coat since varnish tends to get yellowed or irreparably cloudy.
Once you've managed to remove the old finish without sanding through the veneer, you're golden (or whatever stain color you choose :). There are no special rules for staining a veneer and you can use your favorite oil based, water based or gel stain as you would on solid wood.

Conclusion: Chemical stripping is your better option for a veneered piece. If you have sanded veneer and feel comfortable doing, it can certainly be done, just be patient, start at 100 or 120 rather than a 60 or 80 grit. Don't press hard with the sander, let it do the work. Check your paper for finish build up.
As you might expect, veneered pieces are very delicate and require careful sanding to avoid irreversible damage. If you sand veneer too much, you may render it unusable.
Tip: Latex paint is recommended for laminate surface painting projects because of its durability and smooth finish. Try ProClassic® Waterborne Interior Acrylic Enamel for lighter colors, and All Surface Latex Enamel Base for deeper hues. Tip: Always clean your brushes for future use.

To complete the refinishing of your veneer, you need to apply staining with wax and polish. The wax is applied to give veneers a darker look. The wood stain wax is applied for a longer time so that it is absorbed properly and evenly by the veneer. Wipe off any excess stain wax with a dry cloth.
