I more or less always modify the OERs I use, in order to adapt them to my course, because otherwise I could just send a link to my students. I want to make it more than just sending a link. I want them to experience at a didactic approach on a specific topic. So, for instance, If I take a video from YouTube, I insert quizzes, reflexive questions and I want them to interact with the video and then send me a feedback and also I usually crop it, so that its not too long. So yes, I modify my OERs most of the time. For each of my class I create a Google Plus Community in which I share links, I post videos, I interact with my students and I expect them to interact. By the way, they are even marked on how often and how relevantly they interact on the Google Plus Community. So its a place where all the staff come in and is centred on one website page.
