The first feature film to make use of CGI was the 1973 film Westworld. Other early films that incorporated CGI include Star Wars: Episode IV (1977), Tron (1982), Golgo 13: The Professional (1983), The Last Starfighter (1984), Young Sherlock Holmes (1985) and Flight of the Navigator (1986).

Anime, in general, is done at 24 fps and 3:2 pulldown-ed to 30 fps. Actually doing animation at 24 drawings per second, is very costly and generally inefficient. Most High-quality animation is animated at 12 fps/8 fps (depending on if its in the foreground or background) or by 2/3s.
For 3D animations, all frames must be rendered after the modeling is complete. For pre-recorded presentations, the rendered frames are transferred to a different format or medium, like digital video. The frames may also be rendered in real-time as they are presented to the end-user audience.
