If you must do it in Word you might try inserting the image into your template using the Watermark tool from the Insert menu or on the Design tab of the Ribbon. Choose the Picture option, select your image, clear the check for Washout. The image will appear on each page of the document.

In the template, position the cursor where you want to insert the image file. Click the INSERT Field button. The INSERT Field dialog box appears. Select INSERT Image.
Position your cursor where you want the image in your message. Select Insert Pictures. Browse your computer or online file locations for the picture you want to insert. Select the picture, then select Insert.
With your email template open, drag the image content component to the layout. Choose whether to browse for the image, or to upload a new one. To upload a new image, select a folder and click Upload content. You can browse your file system for an image to upload to the image library.
Templates creation allows adding attachments and tracked presentations. Just select Insert Attachment from the bottom of the Templates editor and select the file of your choice.
