You Can Change Your License Photo Any Time You will need to bring a completed MV-44 form, your current drivers license (you will have to surrender it), and the $17.50 fee to be paid in person.
See the instruction permit page on the DMV website for current requirements. You will also need to pay the DMV fee, have your picture taken, and give a thumbprint. Once you pass your written test, you will be issued a provisional instruction permit.
You can also visit your local DMV to have your vision tested.
You must go to a DMV office. $17.50 to update the photo on a license or permit, and $13 for a non-driver photo ID.
I believe that in most states, including NY State, you get your picture taken when you get your learners permit. Then while you are learning you have a picture ID. Then when you pass your road test, the state merely sends you a new picture ID with the same picture that is now your license.
You must pass a vision test when you apply for a driver license or to renew your license. The test must show that you have visual acuity of at least 20/40 (based on the Snellen Visual Acuity Scale) in either or both eyes, with or without corrective lenses.
To get a new photo on your driver license/ID card, you must visit a driver license office and order a duplicate for $11.
