What is the difference between birth registration and a birth certificate? Broadly speaking, birth registration is the process of officially logging a birth with a government authority, and a birth certificate is the paper issued by the state to the parent or caregiver as a result of this process.
When a person is adopted their birth certificate is amended with the adopting individuals listed as the parent(s). Birth parent(s) are listed on original birth certificates and adoptive parent(s) on the amended birth certificate. Once a record is found the search is assigned to a Confidential Intermediary (CI).
New York is an Unrestricted State. New York adult adoptees and their descendants may request and obtain a certified copy of the adopted persons original birth certificate, with no discriminatory restrictions.
What if my child is adopted? We can assign your adopted child an SSN before the adoption is complete, but you may want to wait until the adoption is finalized. Then, you can apply for the number using your childs new name, with your name as parent.
You need a court order to open them. To get a court order, contact the Adoptions Clerk at the Surrogate Court or Family Court in the borough where you think the adoption took place. If you were adopted in New York City but dont know in which court, check both.
For Adoptees Born in New York City: Adoptees born within the five boroughs of NYC should contact the New York City Department of Health and Mental Hygiene, or visit their webpage at for ordering information.
The answer is no. California is one of 24 states with closed adoption records. That means records are sealed to the public, though there are ways that some non-identifying information can be sought by adult adoptees. Generally, however, records are not accessible unless certain conditions are met.
