Yes, you can turn a MOBI to a PDF file with whichever device and OS you prefer to use, be it Android or iOS. The only thing you need is a stable internet connection and a browser.
If you're using anything other than a Kindle or the Kindle app, then EPUB is the better format. The only real reason to use MOBI is for compatibility with Amazon's e-reader and app, but otherwise it has no advantages over EPUB, which is a widely accepted format that is much easier to work with.

mobi, like an . epub, is a file extension designed especially for ebooks; but mostly for the Amazon Kindle. You can read . mobi files on your PC or Mac with certain software; but we usually recommend using the . epub version in most instances unless you're transferring your book to a Kindle.
MOBI and AZW are now outdated. Newer software features on Kindle devices and in the Kindle app will not work for these files. Any MOBI/AZW files already in your library will still exist and will still open, but may not have all features available as mentioned above.
A MOBI file format (Mobipocket eBook format) is designed for eBooks, but mostly for Amazon Kindle. An AZW3 file is also designed for eBooks on the Amazon Kindle and was released alongside the Kindle Fire reader in 2011. Amazon and its Kindle platform dominate the book market.
MOBI is an older file format and won't support the newest Kindle features for documents.
