There are no restrictions on what characters you can use in a CSV file. The limitation is the way the file is encoded. Here is an article on choosing the right encoding, UTF-8 is the recommended encoding for the file because it supports almost every possible character.
Currently, the TSV/CSV rendering engine doesnt support comments. However, it is common to have comments in CSV files, and popular tools, such as pandas readcsv support ignoring comments. It would be nice if github.com could also support ignoring comments.
Cell Character Limits csv files have a limit of 32,767 characters per cell. Excel has a limit of 1,048,576 rows and 16,384 columns per sheet. CSV files can hold many more rows. You can read more about these limits and others from this Microsoft support article here.
For csv, in general you need to avoid the character which you are using as delimiter, and the single row should not be split into multiple rows, meaning there should not be any enter character in between the data of a single record.
One of the most common CSV import errors is that the file is simply too large. That can be caused by too many fields or records in the file, too many columns, or too many rows. The import error can be caused by limits set by the program using the file or the amount of available memory on the system.
Standard CSV conventions Use a double quote before and after any value containing a space, a comma or any special character, to escape these characters. If a double quote is present in a value, always escape it using the backslash character before the double quote.
Emojis. Trademark, copyright and other legal symbols. Foreign language characters and logograms, such as Chinese symbols and tilde, etc.
Change your settings within Excel to resolve this issue. In Excel, navigate to Data Import External Data Import Data/Import From Text and choose 65001 Unicode (UTF-8). Save your settings then re-open your file to confirm that special characters are displayed correctly.
