Most importantly, a certificate binds the owners public key to the owners identity. Like a passport binds a photograph to personal information about its holder, a certificate binds a public key to information about its owner.
In the left pane of the console, double-click Certificates (Local Computer). Right-click Personal, point to All Tasks, and then select Import. On the Welcome to the Certificate Import Wizard page, select Next. On the File to Import page, select Browse, locate your certificate file, and then select Next.

Technically, anyone can create their own SSL certificate by generating a public-private key pairing and including all the information mentioned above. Such certificates are called self-signed certificates because the digital signature used, instead of being from a CA, would be the websites own private key.
A website needs an SSL certificate in order to keep user data secure, verify ownership of the website, prevent attackers from creating a version of the site, and gain user trust. Encryption: SSL/TLS encryption is possible because of the public-private key pairing that SSL certificates facilitate.
