A Cataloging in Publication record (aka CIP data) is a bibliographic record prepared by the Library of Congress for a book that has not yet been published. When the book is published, the publisher includes the CIP data on the copyright page thereby facilitating book processing for libraries and book dealers.
Self-publishers do not qualify for LC-CIP through the Library of Congress. However, authors can receive CIP data prepared by a publishing agent, referred to as P-CIP. If you plan to market your books to libraries, P-CIP data will be needed. You will need a PCN first.

This is a number assigned to the Library Of Congress bibliographic record of your book. The LCCN number differs from the ISBN number in that an ISBN is assigned to each edition or format of your book while the Library of Congress number is assigned to the work itself.

You must register your book before its publication date. An LCCN will not be assigned to books that have been published. Only books in print can be registeredno eBook-only registrations. eBooks can be included when registering a printed book, and they must have their own ISBN.
If you want your book to be carried at a library, youll need an LCCN. (Yes, its time for more publishing alphabet soup!) LCCN stands for Library of Congress Control Number. An LCCN is an identification number assigned by the Library of Congress for books in its cataloged collections.
A Library of Congress control number (LCCN) is a unique identification number that the Library of Congress assigns to the catalog record created for each book in its cataloged collections. Librarians use it to locate a specific Library of Congress catalog record in the national databases.
An ISBN is assigned to each separate edition and variation (except reprintings) of a publication. For example, an e-book, a paperback and a hardcover edition of the same book will each have a different ISBN.
ISBNs are in no way related to Library of Congress Control Numbers and are only related to Preassigned Control Number (PCN) data to the extent that if an initial bibliographic control record is created for the book to which the PCN assigned, the initial bibliographic control record will include an ISBN(s) if the
