If you want to insert text in tiff or make any other basic alternation in your document, choose a document editor that has the features for you to work with ease. To deal with all the formats, such as tiff, opting for an editor that works well with all types of files is your best option.
A TIFF file can be copied and pasted like any other file. However, TIFF files (Tagged Image File Format) do not contain a preview image, like other image files. Cutting and pasting the entire file will work, but cutting and pasting a portion of it will just result in gibberish that is not viewable.

No, they are essentially the same file type; the only difference is that one acronym (TIF) is short for the other acronym (TIFF). So regardless of which acronym you use, both refer to the same image format. The two acronyms are used interchangeably, so theres no need to worry about which one youre using.
A tiff is an image (tagged image file format), and can only be edited using an image editing application like Photoshop. This will be true of any image format you produce from a scanner. To translate the tiiff back to text you would need optical character reading (OCR) software.
