In the Edit workspace, use a selection tool to select the area you want to copy. Do one of the following: Choose Edit Copy to copy the selection to the clipboard. Choose Edit Copy Merged to copy all layers in the selected area to the clipboard.
If the layer is locked, paste options will be grayed out. If you have text in the clipboard you can only paste this in text boxes. In your case you selected a vector layer that you cant paste into. The Paste Special command will Paste whatever is in your clipboard (has been copied) into a selection.
One of the most common causes of this issue is an app thats interfering with the clipboard. If you struggle to remove them, try a dedicated app uninstaller to force them out. Close all other applications. There might be a clipboard conflict happening if more than one app is trying to copy or paste.
Paste one selection into another In the Edit workspace, use the Copy command to copy the part of the photo you want to paste. Make a selection in the photo into which you want to paste the copied photo. Choose Edit Paste Into Selection.
Press Ctrl + X (PC) or ⌘ Cmd + X (Mac) to cut. The selected object is copied to your clipboard and removed from the project. Press Ctrl + V (PC) or ⌘ Cmd + V (Mac) to paste. The copied object is pasted into your document.
Right click (control click) on the layer(s) you want copied, and click duplicate layers or select all the layers you want copied and go to Layers Duplicate Layers. Hope that helps!
