In order to get the maximum level of acceleration, you need to shift at a point, depending on the engines power band and the transmission ratios, that the average output power of the engine is the highest. This is USUALLY near the redline.
Depends on the engine. Some engines have a very conservative redline and can run for thousands of hours non stop at max rpm. Others like in a racing application are fairly well used up in a matter of hours. Mere seconds in drag racing applications.
Consistently redlining your car can cause serious damage to not only your tires, but also your engine. For those with manual-shift modes or manual transmissions, it can be quite easy to redline (whether on accident or on purpose) and eventually cause your engine to wear down prematurely.
The redline is generally understood to mean the maximum revs the engine is built to withstand for fairly short periods of time only without failure. So if a car with a computerized engine has an automatic transmission, you can very likely run it to redline hundreds of times without doing it any serious harm.
