Removing page number on the first page and starting page number from the second page is even easier than the accepted answer. Click on Format menu and select Title page. You will now be presented with a Title pages dialog box. Under Page numbering heading, select the option Reset Page Numbering after title pages.
The short answer is that you need to have a different page style for the first page than for the other pages. Page numbers go in the footer or header and those are elements of the page style. If your document uses the default template for Writer documents, it will already include a page style named First Page.
