Texture filtering makes textures look better and less blocky. Usually, this makes the game look better. However, texture filtering can also degrade performance. This is because better quality often means that more processing is required.
LOD Bias essentially compensates for textures that would otherwise be under or over sampled. Mipmapped textures can be made sharper with a negative bias or blurrier with a positive bias.
It is recommended that Texture Filtering - Negative LOD Bias be set to Clamp under Global Settings, and that Anisotropic Filtering be used instead to improve texture clarity. At the moment this will only work for OpenGL games, which are relatively rare.
Trilinear or Bilinear Filtering will not affect fps that much even if u turn it off or on. What changes the scenario is the Anistropic Filtering which can actually give u fps boost if turned off.
Anisotropic filtering is the highest quality filtering available in current consumer 3D graphics cards. Simpler, isotropic techniques use only square mipmaps which are then interpolated using bi or trilinear filtering.
Texture LOD bias affects the distance at which textures entities and objects are rendered in a detailed fashion, if you set it higher, detailed textures, objects, and entities will appear at greater distance, this setting has little effect in CB because the majority of the map is in close quarters. 1.
