Every access list ends with an implicit deny all rule. In the case that traffic does not match any of the configured rules, it is handled by the implicit deny, and the traffic is dropped. This rule cannot be deleted or modified.
Implicit Deny:Where an ACL is in use, it denies any packets that do not have a match with the ACEs explicitly configured in the list. The Implicit Deny does not appear in ACL configuration listings, but always functions when the switch uses an ACL to filter packets.
Implicit Deny basically means that the default answer to whether a communication is allowed to transit the firewall is always No or Deny. Therefore, the majority of Access Rules tend to be Allow.
