Yes, you can negate the negation since the negation itself is an effect. You'll have to use an appropriate spell speed, though. If your card was negated by a counter trap for instance then you can only use another spell speed 3/counter trap card to negate that, or a continuous effect such as Ms. Judge.
As such, the cost is paid before the effect takes place, regardless of whether or not the effect is negated. If a monster's effect is negated as long as it's on the field, and its cost requires it, or the card affecting it, leaves the field, the monster can resolve its effect.
The basic concept is that a card on the field cannot have its effects negated by two different sources at the same time. If a card's effects are currently being negated, then they cannot be negated again by a different card.
If one thing negates another, it causes that other thing to lose the effect or value that it had.
Cards that are unaffected by card effects can still be chosen by players as the targets for card effects that they are unaffected by, but said effects will resolve without effect on the target.
Negate (Japanese: 無 む 効 こう ( 化 か ) Mukō(ka)) is a term that refers to stopping an action from being performed successfully or nullifying a card effect.
If one thing negates another, it causes that other thing to lose the effect or value that it had.
To negate the activation of a card or effect is to cause it to not resolve after being activated. If the activation of a card or effect is negated, because it does not resolve, the most recent action of the previous Chain Link is considered the last thing to happen instead (for the purposes of missing the timing).
If the activation of a Spell or Trap Card is negated, that card is sent to the Graveyard, but it is not treated as being sent from the field.
To negate an effect is to prevent it from being applied. A card effect can only be negated by a card effect that specifically uses the term "negate". If Continuous Effects or Unclassified Effects are negated, they simply no longer apply. If an effect that makes a Chain Link is negated, it resolves without effect.
