The basic concept is that a card on the field cannot have its effects negated by two different sources at the same time. If a cards effects are currently being negated, then they cannot be negated again by a different card.

A cost is not an effect. As such, the cost is paid before the effect takes place, regardless of whether or not the effect is negated. If a monsters effect is negated as long as its on the field, and its cost requires it, or the card affecting it, leaves the field, the monster can resolve its effect.
