Californias PSL law requires employers to provide at least 24 hours or three days off work for employees who work for the same employer for at least 30 days and complete 90 days of employment before taking any paid sick leave.
If you leave Federal service you receive a lump sum payment for any unused annual leave, not sick leave. If you transfer to another Federal agency your annual and sick leave are transferred.
An employer must allow accrued unused paid sick leave to be carried over to the next year, but a cap on carryover hours of no less than 48 hours or six days is permitted. Lump sum policies are not required to allow carryover.
Workers are entitled to carry forward unused paid sick time, but employers arent required to allow use of more than 24 hours (or three days) of paid sick time per year. Carry forward is not required if the full amount of paid sick time (24 hours, or three days) is provided at the beginning of each year.
Sick leaves accumulated in a year can be carried forward and availed in the next year. The quantum of leaves that can be carried forward should commensurate to the one provided under the applicable law.
Under the accrual method, can I carry over unused sick leave from one year to the next? Yes, but an employer may limit or cap the overall amount of sick leave an employee may accrue to 6 days or 48 hours.

The new 2022 COVID-19 Supplemental Paid Sick Leave law allows covered employees to take up to 40 hours of COVID-19 related sick leave during the period January 1, 2022 to December 31, 2022, regardless of whether they took leave under the previous laws.
