Users cannot change or modify this. Only EndNote can assign Record Numbers to references. If you delete a reference, that record number cannot be used in your library - even when importing/entering new references afterwards.
To set it for you, you can go to any list of records, click on the table name Show 100 rows per page and it will set your list default on all lists in the system.
Configuring List Layouts: You can configure lists by choosing what columns to appear, create new fields, and change the list view. Select the desired list that you would like to configure. Right click on the row header and hover over Configure and click List Layout.
