To open plists in TextEdit, you need to drag the file onto the program icon, use the File Open dialog, or select TextEdit from the Open With item in Finders contextual menu. Its easier to save plist files with Property List Editor. Just choose File Save (⌘-S).

PLIST Editor allows you to create, visualize, modify and save property list (. plist) documents. PLIST Editor is probably the only source control friendly property list editor that you can find on the market (except Xcode, of course).
You can launch Finder, click Macintosh HD under Locations. Next, input . plist in the searching box on the right top of the window, all the plist files will be listed as follows. Then you can open and edit the plist file in macOS by using Xcode or Apple Property List Editor.
