Chapters are only available for the book and report classes - in particular they are not available in the article class, as these are for short papers and treat sections as the top-level division.

Creating sections The \section{..} command is used to insert sections into your document, where the section name is entered in the curly brackets. The command \subsection{..} inserts a subsection into the document. The command \subsubsection{..} inserts a second-level subsection.
The ideal way to add chapters to your LaTeX document while writing a book is by creating a separate file for each chapter. These individual chapter files do not need a preamble.
