The Golden Rule: when editing an existing image, do not edit a JPG AND then save it as a JPG even to simply crop the image and then save it - First save the JPG as a TIFF and work from this.
You can also go directly to your image, click on it while pressing Ctrl, click Open, and then Preview. Navigate to the Tools option in the menu bar and choose Adjust Size. Select whether you want to adjust by size or percentage in the Image Dimensions window. Adjust your width and height.

On Mac or Windows computers, use Preview or Photos to change your JPEG to a PDF. Once the file has been converted, open it in Word to edit the text.
You can reduce the size without losing quality, however you will lose some quality if you increase the size of the image.
