A tenant should not withhold any part of the rent, even if the tenant feels that maintenance is poor or a necessary repair has not been done. A landlord can apply to evict a tenant if the full rent is not paid on time.
It is illegal for a landlord to evict a tenant simply to renovate. This is sometimes called renoviction. This can be a way to rent the apartment to a new tenant at a much higher rent.
Notice to terminate a tenancy given by email is not considered proper notice. You should insist that they give you notice on the proper N9 form. Form N9 must be at least 60 days notice from the date it is served to the landlord and terminate on the last day of the rental period or fixed term.

Typically, landlords who increase rent will use the maximum amount, so this also reflects the average rent increase from year-to-year.
Can a landlord remodel while occupied? Yes, and if the work that needs to be done is not overly disruptive or is just a few minor upgrades, then your tenant can stay put.
A landlord may also apply to terminate a tenancy on the basis that the landlord: (1) will demolish the rental unit; (2) needs vacant possession to do extensive repairs or renovations; or (3) intends to convert the rental unit to non-residential use.
