A clause is a fundamental element of a bill. It may be divided into subclauses, and then into paragraphs and even subparagraphs. A bill may be comprised of parts, divisions and subdivisions, but not necessarily; however, the numbering of the clauses is continuous from beginning to end.
For any piece of legislation, here is a general checklist of things to make sure you do: The Date of Submission should be the day you submit the bill. In the Author Line, name all individuals involved in writing the bill and their office. Title the Bill (in bold and italics) with what you want the bill to do.
Joint resolutions require the approval of both the Assembly and Senate but does not require the signature of the Governor to take effect. Veto. The formal action when the Governor disapproves a bill. A two-thirds vote of each house is necessary to override the veto and make the bill become law.
joint resolution. A formal expression of congressional opinion that must be approved by both houses of congress and by the president; constitutional amendments need not be signed by the president.
Concurrent Resolution. A measure that can be introduced in either house, but must be approved by both houses and filed with the Secretary of State to take effect. These measures usually involve the business of the Legislature.
Declaring war. Repealing federal regulations issued by government agencies, through the Congressional Review Act. Terminating national emergency declarations. Amending the Constitution of the United States.
Like a bill, a joint resolution requires the approval of both Chambers in identical form and the presidents signature to become law. There is no real difference between a joint resolution and a bill. The joint resolution is generally used for continuing or emergency appropriations.
United States Congress In contrast, joint resolutions and bills are presented to the President and, once signed or approved over a veto, are enacted and have the force of law. Concurrent resolutions are generally used to address the sentiments of both chambers or to deal with issues or matters affecting both houses.
