Study and work permit holders Effective May 1, 2022, eligible individuals residing in BC with maintained status while waiting for a subsequent work or study permit may be eligible for an initial six months to temporary coverage, with addition temporary coverage provided is applicable.
As a work permit holder, you do not need to pay the health-care coverage fee.
Effective October 1, 2022, individuals who are enrolled in MSP and who must complete the exam or diagnostic tests will not receive a bill. Under the Medicare Protection Act, enrolment with the MSP is mandatory for all eligible residents and their dependents.
Canadian citizens and permanent residents can apply for provincial health insurance. In B.C., public health insurance is called the Medical Services Plan (MSP). It covers the cost of medically-necessary insured doctor services.
Opting Out of MSP Physicians and supplementary benefits practitioners are not required to enroll with MSP. If a practitioner chooses to not enroll, they are allowed to charge patients more for a service than is set out in the applicable Payment Schedule.
As an international student on a work permit or study permit, you should enrol into MSP as soon as possible, and the coverage will come into effect 3 months later. Be aware that the coverage costs $75.00 each month.
Although enrolment in MSP is mandatory, it is possible for adults (but not minor children) to formally opt out of MSP coverage. British Columbia (B.C.) residents who opt out are responsible for the payment of all medical, hospital and other health care services received during the 12 month opt out period.
eyeglasses, hearing aids, and other equipment or appliances; prescription drugs (see PharmaCare); acupuncture, chiropractic, massage therapy, naturopathy, physical therapy and non-surgical podiatry services (except for MSP beneficiaries receiving supplementary benefits);
MSP does not provide any coverage for treatment provided by a health care practitioner outside the province (e.g. physician assistants, nurse practitioners, chiropractors or physical therapists).
MSP Account Holders and Spouses can use the online MSP Account Confirmation form to request an MSP Account Confirmation letter which will indicate MSP enrolment status. (This information may also be requested by contacting Health Insurance BC by mail or telephone.)
