You could certainly write a URL into a CSV. But a the hyperlink function is a Excel function and therefore cannot be contained within a CSV file.

Indeed, if your CSV file contains HTML, it will be flagged. This is a security measure. You can use the Disable Real Mime Check plugin to bypass the flag when your CSV contains HTML. Make sure to remove the Disable Real Mime Check plugin after you have imported the CSV.
CSVs look like a spreadsheet but with a . csv extension, for example template. csv. They differ from other spreadsheet file types in that you can only have a single sheet in a file, they cannot save cell, column, or row styling, and cannot save formulas.
