Rent Increases: There is no legal limit to the amount of rent a landlord can charge. However, in order for the rent increase to be valid, the landlord must provide the tenant proper notice of the raise in rent and the tenant must agree to it (signs the lease with the new monthly rent).
All rent increase notices must... be served on paper and in WRITING for it to be valid. ... be served in person by the landlord OR posted AND mailed to tenants. ... be served with the proper amount of time. ... NOT be served during a fixed-term lease.
This can be done via email with the tenant and should outline clearly the new rent increase agreed by both parties and the date from which the increase in rent will commence. Both the Landlord and the tenant will need to sign and date this letter. Both parties should retain a copy of the same for their records.
Raising rent in California Landlords are allowed to raise rent by a maximum of 10% every 12 months. That means if the CPI change is above 5%, the maximum increase caps at 10%.

In California, when rental property owners increase a tenant's rent more than 10 percent, the owner must provide the tenant with a 60-day advance written notice. For an increase in rent that is greater than 10 percent, owners must provide tenants with at least 60- days' advance notice.
Effective 7/23/22 landlords may increase rent once every 12 months, limited to 60 percent of the local CPI or 3%, whichever is less. Single-family homes without accessory units, condominiums and cooperatives are exempt as are units first certified for occupancy after 2/1/95.
