A border is a line drawn around the inside edge of the paper. Usually this is 10mmm from the edge of the paper. It is basically a rectangle drawn precisely and inside this rectangle is the design area. A title block is normally drawn at the bottom of the paper.
To insert a title block, follow these steps: First, locate or download a Title Block template. Open up a blank drawing and click on the Layout tab on the bottom left corner. Click Modify and you will be presented with a pop up window. Click on the Insert tab and then on the Insert button on the far left side.
Go to the Insert tab on the top ribbon and click Create Block. In the drop-down menu click Write Block to open the Block Definition dialogue box. Select Objects, then under Base point either enter coordinates or select pick point to allow you to pick a point on the title block.

Double-click the title block to edit. In the Change Title Block Entry dialog box, edit the settings. Click OK.
