The major difference is that the RNC is essentially a visual reproduction of a paper chart, while the ENC is an image created by software using the actual data (i.e. from a database) that is contained on a chart. While both show your place on the chart, only the ENC allows you to access the data that makes it work.
Amendments to SOLAS Regulation V/19.2. 10 adopted by IMO MSC. 282(86) made ECDIS mandatory to be fitted on board cargo and passenger ships. The system aims to assist crew members in ships navigation and was first used on board naval vessels.
There are two types of electronic charts that an ECDIS can display: Raster Navigational Charts (RNCs) and Electronic Navigational Charts (ENCs,) otherwise known as vector charts.
The main purpose of them is to provide a list of current editions of all Admiralty Charts and the serial numbers of notices affecting them which have been issued in previous two years. The charts present onboard can be verified for any missing corrections by checking them against the Cumulative Lists.
All ships are required to carry adequate and up-to-date charts under SOLAS chapter V (regulation 27) to assist in navigation.
SOLAS Chapter V Regulation 19/2.1. 4 which concerned the carriage of charts now reads as follows: All ships, irrespective of size, shall have nautical charts and nautical publications to plan and display the ships route for the intended voyage and to plot and monitor positions throughout the voyage.
Charts are often categorized into the following six groups by scale (from largest to smallest scale), Berthing, Harbor, Approach, Coastal, General, and Sailing Charts.
In 2000, IMO adopted the revised SOLAS regulation V/19 - Carriage requirements for shipborne navigational systems and equipment to allow an ECDIS to be accepted as meeting the chart carriage requirements of the regulation.
To summarise: Failure to keep charts up to date is in contravention of SOLAS and also puts the ship, the owner and seafarers in danger and can also lead to action being taken by port state control officers. It is important that all notices to mariners are noted, including TPs, NavWarnings and local notices.
Types of ECDIS charts Raster Chart (RNC): RNCs are a direct copy or a scan of the paper charts. It looks identical to a paper chart as all the information shown is directly printed. Vector Chart (ENC): ENCs are computer-generated charts.
